भारत सरकार और ट्विटर में विवाद का मुख्य कारण ,कू ऐप क्या है -

आज जब न केवल हमारे  देश बल्कि लगभग पुरे विश्व के लोग कोरोना वायरस का सामना कर रहे ,क्योकि यह बहुत तेजी से फैलने वाला संक्रमण है तो लोग इसकी चेन को तोड़ने के लिए पूरी कोशिश कर रहे कि एक दुसरे के संपर्क में कम से कम आये,इसके लिए वो घर बैठे ही अपने काम को जारी रख रहे ,इसमें कोई शक नहीं कि घर बैठे काम करना सोशल मीडिया की वजह से ही संभव हो पाया है और लॉक डाउन के कारण तो सोशल मीडिया के उपयोगकर्ताओं की संख्या बहुत तेजी से बढ़ी है आज सोशल मीडिया न केवल मनोरंजन का बल्कि लोगो की कमाई का भी जरिया बन गया है सोशल मीडिया ने लोगो की जिंदगी में अपनी एक अहम् जगह बना ली है ,

ऐसे में भारत सरकार  आईटी एक्ट -79  में कुछ बदलाव करके नई गाइड लाइन जारी की है जिसे सभी सोशल मीडिया प्लेटफॉर्म को माननी होगी नहीं तो वो भारत में बैन भी हो सकती है। 

ऐसे में भारत सरकार का सबसे ज्यादा विवाद ट्विटर के साथ हो गया है क्योकि ट्विटर का उपयोग करने वाले ज्यादातर लोग सेलेब्रिटी ,पॉलिटिशन ,होते है और अभी तक ट्विटर ने भारत सरकार के गाइड लाइन पर अमल  करने को लेकर कोई प्रतिक्रिया नहीं दिया है ऐसे में उसके बैन होने की संभावना अधिक है। 

भारत सरकार और ट्विटर के बीच विवाद क्यों चल रहा -

 ट्विटर द्वारा भारत सरकार के बनाये गए गाइड लाइन को न मानने के अलावा पहले से ही काफी विवाद चल रहा जैसे-  केंद्र सरकार ने ट्विटर को तीन अलग अलग आदेशों में 1435 अकाउंट बंद करने को कहा था ,क्योकि भारत सरकार का कहना था की इन अकाउंट द्वारा किसान आंदोलन को लेकर भड़काऊ सन्देश दिए जा रहे और गलत अफवाह फैलाई जा रही,ट्विटर ने कुछ लोगो के अकाउंट तो बंद कर दिए लकिन फिर 500 लोगो को छोड़कर   कुछ दिन बाद सबके अकाउंट को फिर से चालू कर दिया गया ट्विटर के ऐसे करने से ही भारत सरकार और ट्विटर के बीच तनाव बढ़ने लगे। 

ट्विटर का पक्ष -

भारत सरकार द्वारा बंद करने को कहे गए अकाउंट को चालू रखने के लिए जब भारत सरकार ने नाराजगी दिखाई और ट्विटर से जवाब माँगा तो ,ट्विटर ने इन सभी अकाउंट पर कारवाही करने से मना कर दिया ,क्योकि ट्विटर का मानना है कि ये सब लोग निर्दोष है और इन्होने अपने ट्वीट में जो भी बाते लिखी वो सब भारतीय संबिधान के अनुरूप है और ये उन लोगो की अभिव्यक्ति की आजादी के दायरे में आता है ,और यही नहीं ट्विटर ने भारत सरकार पर यह इल्जाम भी लगाया की भारत सरकार जो  ट्विटर से करने को कह रही वह भारत के संबिधान से बाहर की बात है ,इसके बाद ट्विटर ने कहा कि हम भारत के लोगो को अपना समर्थन देते है ,महामारी की दौरान भारत चल रहे आंदोलन में हम भारत के लोगो को आवाज बने है,वो क्या चाहते है ,किसका विरोध करते है  वो हमारी सेवा द्वारा आसानी के व्यक्त करते है  ,और ऐसे में भारत सरकार उनके अभिव्यक्ति की आजादी को छीनने की कोशिश कर रही जो की बहुत चिंता का विषय है। 

भारत सरकार का पक्ष -

भारत सरकार का कहना है की वो सोशल मीडिया का बहुत सम्मान करते है ,सोशल मीडिया ने हम लोगो को शक्ति प्रदान किया है ,डिजिटल इंडिया प्रोग्राम में सोशल मीडिया की भी बहुत बड़ी भूमिका है ,और वो आलोचना के अधिकार का भी सम्मान करते है ,लोग प्रधान मंत्री से लेकर सरकार तक भी आलोचना कर सकते है क्योकि यह संबिधान का अंग है लेकिन यदि सोशल मीडिया का उपयोग हिंसा ,गलत अफवाह बढ़ाने ,भारत की एकता और अखंडता को तोड़ने के लिए किया जायेगा तो भारत सरकार उस पर अवश्य कार्यवाही करेगी ,और इस समय भारत सरकार का कहना है की ट्विटर पर कुछ लोग गलत अफवाह और हिंसा को बढ़ावा देने के लिए भड़काऊ ट्वीट कर रहे और ट्विटर उन अकाउंट को बंद नहीं कर रहा भारत सरकार का कहना है कि इसी ट्विटर को यंहा काम करना हो तो उसे भारत सरकार द्वारा बनाये गए नियमो का पालन करना चाहिए। 

इसके बाद भारत सरकार ट्विटर के  दोहरे मापदंड अपनाने को लेकर भी सवाल खड़ा करती है उनका कहना है की जब अमेरिका में 6 जनवरी कैपिटल हिल पर हिंसा हुई तो ट्विटर  बहुत कड़ा कदम उठाया और 70000 अकाउंट को बंद कर दिया लकिन जब 26 जनवरी को दिल्ली के लाल किले पर हिंसा हुई और फेक न्यूज़ फैलाई

 जा रही थी तो ट्विटर ने इसे अभिव्यक्ति की आज़ादी कह कर उन लोगो के अकाउंट को बंद नहीं किया। 

इसके बाद भारत सरकार ने ट्विटर द्वारा भारत सरकार पर लगाए गए सभी इल्जामो को बेबुनियादी और बे मतलब का बताया है और कहा है की ट्विटर अपनी खामियों को छुपाने के लिए भारत सरकार पर इल्जाम लगा रही ,

'कू ऐप  ' क्या है -

भारत सरकार और ट्विटर के बीच चल रहे गतिरोध के बीच  एक कू  नाम के ऐप की बहुत चर्चा हो रही है ,कू ऐप भी ट्विटर की तरह एक माइक्रो ब्लॉगिंग साइट है इसे ट्विटर के विकल्प की तरह प्रस्तुत किया जा रहा इसको बनाने वाले अप्पम्मया राधाकृष्णऔर  मयंक बिडवाडका है। 

कई मंत्री तथा भारत सरकार के मंत्रालय ने अपना ऐसा अकाउंट को पर बना भी लिया है भारत सरकार द्वारा उठाये गए कदम से ऐसा लग रहा की भारत सरकार ट्विटर को एक बहुत बड़ा सन्देश देने की कोशीश कर रही।

In such a situation, the Government of India has issued a new guide line by making some changes in IT Act-79, which all social media platforms have to accept, otherwise it can be banned in India. 

In such a situation, the most dispute with the Government of India has been with Twitter, because most of the people using Twitter are celebrities, politicians, and so far, Twitter has not responded to the implementation of the Government of India guide line. He is more likely to be banned. 

Why is the dispute going on between the Indian government and Twitter -

 Apart from not accepting the guide line created by the Government of India by Twitter, there is already a lot of controversy like - the Central Government had asked Twitter to close 1435 accounts in three different orders, because the Government of India said that these accounts By giving provocative messages about the farmers' movement and spreading false rumors, Twitter closed the accounts of some people, but then after a few days except 500 people, everyone's account was restarted. Tensions between the Indian government and Twitter started increasing.

When the Indian government expressed its displeasure for continuing the account asked by the Government of India to close and asked for a reply from Twitter, Twitter refused to act on all these accounts, because Twitter believes that all these people are innocent And what he wrote in his tweet is in conformity with the Indian Constitution and it comes within the scope of freedom of expression of those people, and not only this, Twitter also accused the Government of India for doing what the Government of India would do with Twitter. Saying that it is out of the Constitution of India, after that Twitter said that we support the people of India, we have become the voice of the people of India in the movement going on during the pandemic, what they want , Whom they oppose, they express ease through our service, and in such a situation the Government of India is trying to snatch away their freedom of expression, which is a matter of great concern.

After this, the Indian government also raises questions about the adoption of double standards of Twitter. They say that when violence took place on Capitol Hill in the US on 6 January, Twitter took a very strong step and closed 70000 accounts but when on 26 January in Delhi Violence occurred on Red Fort and spread fake news

 When it was going, Twitter did not close the account of those people, calling it freedom of expression. 

After this, the Government of India has termed all the allegations leveled at the Government of India by Twitter as baseless and meaningless and said that Twitter is blaming the Government of India for hiding its flaws,

What is 'Koo App' -

There is a lot of discussion between the government of India and the ongoing deadlock between Twitter, an app called Ku, the Ku app is also a micro-blogging site like Twitter, being presented as an alternative to Twitter, making it  Appamaya Radhakrishna and   Mayank  Bidwadka  . 

Many ministers and the Ministry of Government of India have also made such an account on their own, it seems that the Indian government is trying to give a big message to Twitter.
